66 Members Are Leaving the 119th Congress. Twelve Are Running for Governor.

When a member of Congress leaves, the seat is filled. What they were carrying is not. The relationships, the committee position, the understanding of which lever moves which outcome and who has to be persuaded first — all of that leaves with the person, and most of it goes somewhere.

The Revolving Door, instrument CL-006 of Operation Citizen, documents where.

Sixty-six departures

Sixty-six members are departing the 119th Congress. Twenty-five of those departures have been worked to full depth — meaning the destination is documented and sourced rather than inferred from an announcement.

Three of the sixty-six are departing committee chairs. A chair does not merely hold a vote; a chair controls what reaches a vote at all. Where a chair goes afterwards is a different question from where a rank-and-file member goes, and the instrument treats it as one.

Twelve are not leaving government

Twelve of the sixty-six are repositioning to state executive office rather than to the private sector. That matters for two reasons. First, it is the opposite of the story the phrase "revolving door" usually tells — these are people moving deeper into public office, not out of it. Second, the states are where the federal withdrawal documented elsewhere in this project is actually landing, which makes a governorship a more consequential seat in 2026 than it was in 2016.

What the instrument does not claim

A member taking a job after Congress is not evidence of wrongdoing, and this instrument does not assert that it is. What it asserts is narrower and harder to argue with: that the public record of who went where is worth assembling in one place, because nobody assembles it and the pattern is only visible in aggregate.

Each destination is recorded with its source. Departures where the destination is not yet established are shown as not established, rather than being filled in with a plausible guess.

Where to see it

The instrument is public and free to use: The Revolving Door.
